More generally, it is because the USA is regarded by multinational corporations as an impediment to increased profits. IOW the USA (or at least pre-Critical-Theory-adoption USA) is a proof by example of individual rights based society over collective rights based society as the social model that delivers the most benefits to the most people. The destruction of the USA would allow multinationals to claim that collectivism is better than individualism (since the counterexample will have been destroyed, and along with it, the proof by counterexample).
The officer needs to lose his/her job or at least be put on suspension. Not only did he interrupt the singing of the national anthem, but he potentially traumatized a bunch of innocent children.
If children can’t sing the Star Spangled Banner at the capitol then there’s no damn need of a capitol.

If it was indeed a miscommunication, and the officer had not been properly informed of the exception that was made to authorize the performance, then perhaps someone in the officer’s chain of supervision should be punished.

If the (new) official story is taken at face value, a possible motivation for the usual policy is to reduce/eliminate the occurrence of disruptive performances concerning arbitrary subject matter. Prohibiting arbitrary public performances concerning arbitrary subject matter might engender irritation or worse among spectators, staff, visitors, and elected officials. Having a procedure is probably better than not having a procedure.
If we accept the premise that having a procedure is better than not having a procedure, then the officer might not be at fault if he/she/it was not informed in advance of the permit, because the situation would be strictly governed by the procedure and not by conventional custom.
(If this makes any sense at all, lol...)

Another article says it’s a woman capitol police.

Demonstrations and musical performances are not allowed in the U.S. Capitol. Of course, because the singers in this situation were children, our officers were reasonable and allowed the children to finish their beautiful rendition of the Star-Spangled Banner. The Congressional staff member who was accompanying the group knew the rules, yet lied to the officers multiple times about having permission from various offices. The staffer put both the choir and our officers, who were simply doing their jobs, in an awkward and embarrassing position.”
As far as saying they were "reasonable", they meant they didn't shoot one of the kids, and beat another to death.
