They do meet the 2% of GDP requirement, and exceed it in Several ways, including mandatory Military service.
They also bring several unique advantages to NATO - commanding terrain close to St. Petersburg and Murmansk, expertise in the high Arctic, world class shipbuilding capability (particularly ice breakers), and intimate familiarity with Russian culture and Military practice. They also field the largest active duty Artillery force in Europe.
Finland spent 2.03% of their GDP on defense in 2021. That meets the requirement. Defense spending in 2023 is projected to be 2.25% of GDP.
Per that article, the direct contribution to NATO is 0.3% of NATO members’ defense spending. Applying that 0.3% to Finland’s 2023 defense budget we come up with US $183 million.
Chump change.
They likely already spend more than that on the cooperation they’ve already been doing with NATO countries including the US, for years.
Finland increased their 2023 defense budget by 20% — somehow it seems likely that they can wrangle 1.5% of said increase to help fund NATO.
Besides, the strategic and tactical advantages of having Finland in NATO are worth at least several billion dollars a year.
You’re not wrong but in all seriousness how does NATO prove it’s not a colonial power and is only defensive by not honoring obligations to Ukraine that Russia as well as the USA and UK signed in the early 1990s, even though that agreement also means assisting a NATO partner?
It’s a disingenuous argument from Russia. Their pre-invasion ultimatum demanded NATO lift its defense umbrella from Eastern Europe, remove article 5 coverage from existing members, and even commit to doing no military training inside NATO countries without prior approval from the Kremlin.
They don’t want NATO to even be a purely defensive alliance. They want NATO out of the way so when they drive their tanks into Latvia Lithuania or Estonia, those countries will have no deterrent and very limited access to defensive capabilities.

Biden has no desire to make any deal. Hewants things to stay as they are for a very long time, a war of attrition....which he exchanged the Afghanistan war for the war in Ukraine. Biden and the Dems could not make enough money with the war in Afghanistan.The war in Ukraine is essentially a money pump for the Biden family and various oligarchs and builderburghers in Europe and NATO. Zelensky himself is now worth millions.
To end the war in Ukraine we must end the influence of those parties now profiting form the war in Ukraine and re establish a congenial economic relationship with Russia with some form of security arrangement for Russia into the future.

Nuclear weapons use will need to be deterred, but the conventional and unconventional military capability that Russia has been abusing is being rapidly destroyed in the Ukraine.
They are also well on the way to being impoverished to the degree that rebuilding that capability would take much longer.
Much less of a threat - not no threat.
They are also (temporarily) losing their enthusiasm for conquest as their cemeteries explode, and they get the emotional return of defeats, rather than victories.
The bottom line in avoiding WWIII, is managing Russian aggression. They are the aggressors.
