Neuter, describes words which have no associated gender. ‘It’, is a neuter pronoun. In English, ‘He’ can refer either to the masculine, or the neuter.
You’re talking mostly about sex.
Of course no child is labelled as neuter at birth, as there is always a way to identify the child as either male or female, even in the complicated situation where there are confounding indicators.
They use transexuals, as well as, transgenders. Gender, when it was coined, was in a period where it was agreed upon, that sex had only two identities. Sex & gender became interchangeable after the word gender was introduced & accepted into the English lexicon.
They have hijacked both terms, and that is my point. Reclaim both terms, not just one term.
Supposedly, in English now, there are hundreds of genders/sexes. That's the narrative they currently push. It's not limited to one, two, or even three. Confused yet? That's their objective & intention. 🙂

Gender is your genetic makeup. It’s immutable with present technology, and IS assigned at conception.
The most obvious group distinction for gender is male & female, and that’s where the word is confined historically. There are a few people born with anomalies in that respect, but no one can reprogram their genes to be anything other than what they were conceived as.
