Pence always seemed a little off to me.
I know many of the old Indiana families, including my old tennis partner Danny Q. And Purdue peeps too when I heard Pence was a potential VP candidate.
I asked around back then and really no one had ever heard of, or interacted with him.
There already are private tax advantaged savings options, 401ks and IRAs.

Perhaps once somebody has 120 quarters in they might invest via Social Security into a participating state pension fund.
State pension funds might allow ordinary citizens to buy in independent of Social Security.
Social Security was created after stocks tumbled in value and banks went bust.
Mrs. Elder can either mainly fund her own retirement or the public almost surely will.
Does social security need to be reformed? Yes.
Is it near the top of our priority list? No.
By bringing this up, Pence is just giving the Democrats something to demagogue. “The Republicans want to take away your social security!”
This is about as smart a move as when Lindsey Graham waded into the abortion debate just before the election and reinvigorated the Democrat base.
