In a nuclear blast, the first responders may just be on their own as well, without equipment or leadership or organization, or places to take people to, and they may have to just help their families and the people that live around them.

Having a few months of what one needs to live gives someone time to think and do, for the system to recover some, and for the situation to change.

In grade school we did “duck and cover” under our desks until someone realized our little bitty desks weren’t going to protect us from the flying glass from ten foot windows. Then they moved us out in the corridor, so I guess that was wrong too.

Let’s face it, everything from just north of Olympia all the way to just north of Everett, on both sides of Puget Sound, is targeted with at least 10 to 12 thermonuclear weapons of various sizes.
Think of it: JBLM, Naval Station Kitsap, Subase Bangor, Naval Shipyard Bremerton, Seattle proper, Naval Station Everett, Jim Creek, Tacoma, and probably a couple others I am not aware of.
Puget Sound would be a nuclear inferno.

In the Dallas area that used to be the corner of 75 (Central Expressway) and 635 North where Texas Instruments was located.
The TV series "Jericho" did a good job covering that.
Also, the books "One Second After" and "One Year After," both by William R. Forstchen, covered the situation post-EMP very well.
Neither are pretty sights.

"The most dangerous critical indoor locations to avoid are the windows, the corridors, and the doors," lead author Dr. Ioannis Kokkinakis from the University of Nicosia said in a media release. "People should stay away from these locations and immediately take shelter. Even in the front room facing the explosion, one can be safe from the high airspeeds if positioned at the corners of the wall facing the blast."

I think it’s more about instilling fear than actually helping anyone. I went to elementary school in Tornado Alley. The “tornado drills” were a practical measure, that doubled as nuke drills.
