It would be to both Hunter and Joe Biden’s benefit if the DOJ were to indict Hunter. He would have a legit excuse not to appear before Congress (nobody is going to testify under oath about crimes if they are under indictment). The DOJ could say a Congressional investigation would interfere with the DOJ prosecuting Hunter.
