The only thing that drives NATO expansion is russian aggression (Sweden and Finland as the two most recent examples). Russia has the nuclear deterrent, nobody will invade their territory. All they need to do is stay inside their own borders, and there can be peace and prosperity for everyone.

To be correct, NATO began as 12 nations and is now 30 nations. It has acted during the Clinton administration as an aggressor in the Bosnia-Kosovo conflict, and NATO troops are active in a non-member state, Kosovo, as of today. One reads: "NATO has been leading a peace-support operation in Kosovo since June 1999 in support of wider international efforts to build peace and stability in the area." Note that this is a period of twenty-two years in a non-NATO nation.

To imply that NATO is a non-expansionist entity is demonstrably fallacious. Twelve nations becomes thirty nations, and NATO is acting outside of its borders, and has for decades.
