To be correct, NATO began as 12 nations and is now 30 nations. It has acted during the Clinton administration as an aggressor in the Bosnia-Kosovo conflict, and NATO troops are active in a non-member state, Kosovo, as of today. One reads: "NATO has been leading a peace-support operation in Kosovo since June 1999 in support of wider international efforts to build peace and stability in the area." Note that this is a period of twenty-two years in a non-NATO nation.

To imply that NATO is a non-expansionist entity is demonstrably fallacious. Twelve nations becomes thirty nations, and NATO is acting outside of its borders, and has for decades.
