This is why schools need to add a class on ‘living in society’...how to pay bills, make a budget, put things in perspective.

Most cold weather states have “lifeline” service in winter where utilities can’t be shut off until it warms up. So they often don’t have to make the choice.

I can see people keep their cell phone. They should drop their streaming services, cable, and satellite service if they have them. Dropping their internet should be considered.
I cut home internet for a year or two when I needed to save money. Just used my phone as a hot spot.
In the near future, there will be credit card scanners on all light switches, outlets and hardwired appliances in our homes. If you want any kind of electricity, you will have to open your bank account and future money to the power company.
