WASHINGTON — California on Thursday is expected to put into effect its sweeping plan to prohibit the sale of new gasoline-powered cars by 2035, a groundbreaking move that could have major effects on the effort to fight climate change and accelerate a global transition toward electric vehicles.
“This is huge,” said Margo Oge, an electric vehicles expert who headed the Environmental Protection Agency’s transportation emissions program under Presidents Bill Clinton, George W. Bush and Barack Obama. “California will now be the only government in the world that mandates zero-emission vehicles. It is unique.”
The rule, issued by the California Air Resources Board, will require that 100 percent of all new cars sold in the state by 2035 be free of the fossil fuel emissions chiefly responsible for warming the planet, up from 12 percent today. It sets interim targets requiring that 35 percent of new passenger vehicles sold in the state by 2026 produce zero emissions. That would climb to 68 percent by 2030.
The restrictions are important because not only is California the largest auto market in the United States, but more than a dozen other states typically follow California’s lead when setting their own auto emissions standards.
“The climate crisis is solvable if we focus on the big, bold steps necessary to stem the tide of carbon pollution,” Gavin Newsom, the governor of California, said in a statement.

this will result in increased cost for used cars which will have a negative affect on the lower half on income earners and they exist in much higher numbers than the affluent, the EV buyers. This, of course, results in further division of the people of the nation and increased finger pointing, distrust and violence. And the people will begin reading the preamble of the US Constitution.
Australian banks announced this week they will cease making loans on gasoline or diesel vehicles. Is that next here??

Texas officially reached full capacity last Tuesday. If you had plans to move here, unfortunately there’s no more room. We looked everywhere, asked around, and it’s full occupancy.
We kindly suggest you consider one of the many blue cities that welcome all kinds of immigrants - Mexicans, Guatemalans, Middle Eastern Terrorists and even occasionally other Americans.
You can pay high taxes, enjoy high crime, 24/7 woke policy, and maybe even shave a few degrees off the global warming thingy. You do want to save the planet right?

Which is about a close to zero emissions as you can get.
My situation was right out of the CARB and DMV procedures and rules. It is to keep non-CA emmissions compliant cars out of CA. Has been going on for years.
One thing I found out was that if I tried to register a motorcycle with some kind of problem (non-compliance or ?, can’t remember), that VIN would be flagged, and that motorcycle could Never be registered in CA.
Of course the “elite” will be exempt. Good luck keeping the sports stars, Hollywood losers and political class to give up their rides.
I believe this is the plan.
No plan for unintended consequences. Let’s just say that CA does go all electric (not a chance), there will be no need for the number of gas stations currently operating.
In short order, drivers of gasoline powered cars will be in the same situation that EV drivers experience. Travel plans will need to be made with the locations of gas stations in mind.
It will also hurt tourism as out of state drivers will stay away for the reason stated above.
The folks making these decisions couldn’t pour water out of boot with instructions written on the heel.

I really do not think they have that power under the interstate commerce clause, but it seems no one is calling them out on it.

I believe it is Emissions related.
I have a friend in CA, with a Peterbuilt, parked for the last few years. Runs fine. To renew his liscence, he would have to have $8K of work/mods done to it. Even then I don’t know if he could get the cool “California Clean Idle” sticker.

Any law enforcement department, including air districts and CARB, can fine a 10,000 pound or greater truck owner and driver up to $1000 per day for illegal idling (13 CCR 2480 & 2485).

I have twelve “Classic” cars, I will never run out of ICE cars.
