Here’s the funny part: Collective bargaining agreements have to be approved by the members of the collective bargaining unit — in this case, the teachers, who are 84% white. While the lay-off provision is obviously unconstitutional, it would not have passed but for the votes of dumb-ass, woke, self-hating whities.

Applying rational business like approach, my solution: Hire highly qualified teachers capable of educating, managing and preparing kids for the next grade level. Fire those who are incapable or unwilling to do so. Period.
But going hardcore with something as important as preparing children to be adults takes courage and (gasp!) conservative policy.
It’s disturbing that this city is following a common pattern of blue cities in decay. They are addicted to Leftist policy and will continue to circle the drain as they blame others for their failure. Bright ideas like wokeism, socialism, defunding police, electing dullards, lowering standards and civil expectations, etc. There doesn’t seem to be any way to cure this addiction.

Do they have tenure in Minneapolis? It was a lot easier to fire a non-tenured teacher in PA in the 1970’s than a tenured one.
As far as I know, teachers were awarded tenure by the end of the 3rd year. Beyond that a dismissal had to be done for cause. (Presumably this could be a low rating - ratings were assigned by the principal or the department head).
Maybe there’s enough teachers in the school district that this new clause would come into effect.
I’m looking for this to roll right on up to the USSC. There is no argument that justifies this sort of blatant and punitive racial discrimination.
