“Yet another $5 billion would be earmarked to create programs designed to stop crime before it occurs.” What the hell does that even mean?
$5 billion to be directed at the "usual suspects" to find crimes that they haven't committed: taxpayers, parents, the deeply religious, small business, white men with jobs, normosexuals, gun owners, suburbanites, rural residents, military veterans, conservatives, Republicans, libertarians.... looking everywhere for crime, except the groups who are actually responsible for most crime.

How does the Fedgov have any authority to intervene in local/State law enforcement, even if only giving the States more money? And who would be responsible to assure the funding gets to the police?

I don’t get why funding local police forces should be a federal priority. The Feds screwed it up last time and we ended up with police going into residences with flash grenades and 20 officers in SWAT gear to take out one person. We don’t need militarized police. We need well funded local police who are empowered to do their jobs and aren’t crucified if they make an honest mistake.
