Agree. We need a definitive federal law that mandates that states that decommission fossil generation MUST decouple from the grid stream providing such power. If local legislation requires "green" power, a state cannot utilize fossil as a substitute.

This does seem a bit narrow, though. The fundamental problem, where CO2 is classified as a “pollutant” is the deeper and more corrosive issue.
It is nothing of the sort.
