Nope. The far left-wing democrats that control California would just move the state capital to San Francisco. Countless billions of dollars of tax money would be spent building the new capitol building (all of which would flow through democrat supporters).

If 1% of the general population are transvestites and 2% of hookers are transvestites, then laws against hookers disproportionately target transvestites.
I remember an episode of COPS many, many years ago...officer pulled over some big strapping corn-fed 20ish guy and a somewhat skanky (and ugly) obvious hooker. It was pretty obvious that the big dude had wandered into town for curiosity and wound up picking up a skank for a “good time.” So the officer asks the hooker:
“What’s your name?”
“Juan.”
“Juanita?”
“Juan.”
The officer did a good job of not laughing at the kid’s face when he realize he’d picked up a cross-dresser. That ticket for soliciting saved dude from a nasty surprise, and might’ve saved Juan from an epic beating when his equipment was exposed.

at least prostitutes deliver desired services
California shut down public schools because of COVID and the need for social distancing. Prostitution is ok by them although the social distancing might be minimal.

“I support elimination of the ban on private rooms in bathhouses,” Wiener said in an email. “This ban doesn’t have a basis in public health and is arbitrary. Gay men have various ways of meeting other gay men for sex, whether in bars, bathhouses, or online. To claim, as this rule does, that having sex in a private room in a bathhouse is somehow riskier than going to someone’s house or having public sex in a bathhouse, makes no sense to me.”
