SALEM, Ore. (AP) — In 1994, Kyle Hedquist led a teenager down a remote logging road, then shot her in the back of the head because he feared she might tell police about burglaries he’d committed.
This month, Oregon. Gov. Kate Brown granted clemency to Hedquist, who was serving a life sentence without parole after being convicted of murdering Nikki Thrasher when he was 17. Brown’s act is unleashing a storm of criticism from prosecutors and law enforcement.
“The executive clemency granted by Gov. Brown in this case is shocking and irresponsible,” Douglas County Sheriff John Hanlin said Tuesday in a statement. Hedquist, now 45, was convicted in Douglas County Circuit Court in 1995.
On Tuesday, Brown defended her clemencies, comparing them to President Joe Biden’s granting of clemency Tuesday to 78 people, though those were all for nonviolent crimes.
“Teenagers, even those who have committed terrible crimes, have a unique capacity for growth and change,” Brown said in social media posts in which she applauded Biden’s action, adding: “We are a state and a nation of second chances.”
This month, Hedquist was released to the Salem home of a former prison chaplain after a suitable place could not be found for him in Douglas County, where Hedquist was from.
Marion County District Attorney Paige Clarkson and Sheriff Joe Kast, whose county includes Salem, issued a public safety notice Saturday in which they expressed “significant safety concerns surrounding the sudden and ill-planned governor’s commutation.”
“Hedquist tricked the victim into driving him to a rural Douglas County location where he shot the victim execution-style in the back of the head and dumped her body along the road,” Clarkson and Kast said. “Hedquist admitted killing her to eliminate a witness in hope of preventing his own capture.”

According to a release from the Marion County District Attorney Paige Clarkson, Hedquist had killed Nikki to protect himself. Hedquist had stolen some things from his aunt and Nikki, not knowing about the burglary, asked about the items.
“She innocently inquired about them, he took that as a threat to him and to his ability to get away with the crime,” Clarkson said. “He tricked her, drove her to a remote location, shot her in the back of the head execution-style and dumped her body on the side of the road.”
The nature of the murder makes Clarkson question why Hedquist was granted clemency.
What was bewildering about the situation is that Thrasher’s mother, Holly Thrasher, was never told by the state that Hedquist’s case was being considered, nor did Governor Kate Brown’s office seek Hollie out to see how she felt about it.
Thrasher was first told about Hedquist’s release when KOIN 6 News called her for her reaction.
“I am upset. I wasn’t even told,” she said.
Upon the state’s attempt to locate Hedquist in his release, Douglas County refused the convicted killer because of safety concerns related to victims of his crimes still living in the community. That’s when conversations began with Marion County public safety officials and the Governor’s office, Clarkson said.
“These types of decisions are not reflective of public safety, they’re not reflective of good decisions,” Clarkson said.

Nikki Ranee Thrasher was born on March 17, 1975 in Portland, Oregon.
She died on November 27, 1994 in Roseburg, Oregon at age 19.
He was granted clemency because it is is Standard Operating Procedure for Democrats always to protect the guilty and punish and procute the innocent. Democrats oppose the death penalty to punish criminals. And when they can return the murder to continue to prey upon the innocent. Democrats advocate for, defend, promote and favor the murder of innocent infants through abortion. Democrats are the spawn of their father Satan, who was a murder from the beginning said Jesus and his desires they will do.
“The Governor’s commutation decision, in this case, is a staggering departure from common sense, and from basic public safety decision-making,” Washington County District Attorney Kevin Barton said.
“I think what it says to criminals and perpetrators is you’ve got a friend in the Governor’s office. What it says to the rest of us is, there’s a broken public safety system and this is not working,” Barton said.
