All truckers need to pledge, as long as a single trucker is being persecuted, fined or jailed on either side of the border, they all quit delivering.
And those that issued fines or arrests must resign before they start delivering again.

It's one reason I'm not overly worried by the "arrest them all!" shrieking on the part of pampered urbanites accustomed to shopping daily for fresh arugula. Go ahead, arrest them and see what happens. You can't eat emergency declarations.
There are as well other key players in the intermodal transport business. No ships, no imports. No trains, no inter-regional shipping. No trucks, no distribution. No fuel, none of these. It's the reason the U.S. government used to have a Secretary of Transportation although not so much lately.
