Chuck Schumer's filibuster dodge for voting rights just may work- The Democrats' plan gets past one of two likely GOP filibusters without changing the rules.

In a Wednesday memo to Democrats, Schumer promised to employ a process called “messages between the houses” to get both bills onto the Senate floor.

If you’re asking yourself, “What are ‘messages between the houses?’” you aren’t alone. Rules wonk that I am, I’d never heard of this process. But here’s the short version: Before a bill can become a law, the House and Senate both have to agree on the wording of that bill. Most of us are familiar with the two chambers putting together a conference committee to hammer out the differences in language — though these have been rare in recent years, as more and more obstruction has become the norm.

An alternate method uses “messages between the houses” to pass amendments to bills back and forth. “Each house has one opportunity to amend the amendments from the other house, so there can be Senate amendments to House amendments to Senate amendments to a House bill,” the Congressional Research Service explained. What’s important for this current situation, though, is that amendments from the House are considered “privileged,” which means they can be put before the Senate without debate. That, in turn, means there’s no opportunity for Republicans to filibuster bringing the amended bill to the floor.

This leads us to the play from Schumer and Speaker of the House Nancy Pelosi, D-Calif. The two Democratic leaders have picked a bill that has already been passed back and forth several times: one on NASA. The House will pass “an amendment in the nature of a substitute,” essentially deleting the entirety of the original text and replacing it with the Freedom to Vote Act and the John Lewis Voting Rights Advancement Act. Schumer can try to bypass cloture, but what if Sinema or Manchin decide to vote no?

Then they’ll lean on Romney and some other RINO to stab us in the back again?

But I don’t think they’ll go down this road unless they are certain to get 50 votes.

I would think this is a bridge too far even for Romney.

He might be a swing vote in regular order, but I don't he would be the swing vote to subvert the Senate.

You should read the article. They do not need to ammend the filibuster. They are cheating by making an allowable minor editorial change to a bill that has already been slated for a vote (hence too late to filibuster), and the minor editorial change is to replace all the text with the text of the voting theft bill.

So they took a bill that is already negotiated and voted on and changed it to whatever they want. And then call it law?!

No. Incorrect. Obamacare was passed by the reconciliation process.

This latest gambit will fail. It would still require Manchin and Sinema to vote to end the filibuster.

No matter what games Schumer plays, they still have to break the filibuster to pass the bill in the Senate.

No, the bill with the original NASA content has already passed the Senate. The "amended" (gutted and substituted) bill will only need a simple majority vote to pass, i.e. 50 Dem senators plus Giggles.

This is where the Senate parliamentarian should weigh in, or Manchin and/or Sinema need to have enough backbone to vote against because of the obvious immoral charade.

From the text of the PMSNBC article: If the GOP's filibuster holds, it will only be thanks to Manchin’s and Sinema’s stubbornness.
So , they will still lose due to the actions of the last 2 demoncats that have a soul.

I wonder if the liberal powers that be are considering a round up of illegals now that they’re more than likely not going to vote the way they want them to vote.

Then again, I’ve begun to believe that liberals only want names and addresses they can register for voting so that they can vote for them. I’m pretty sure that’s what they do in VA with the felon voters.

The same RCV provisions that were in HR1 are in this bill.

This is all about getting RCV and those enabled voting machines in every state in the union.

Because with those two things in place, even if every voter is a legal voter, Deep State can still steal elections.
