A cursory read of ‘The Federalist’ shows that the “General Welfare” clause referenced three aspects: an even taxation across the several states; a consistent system of weights and measures, and; the freedom of travel across the several states (IOW, no “tolls” required to enter a state).
And this will open the floodgates for endless ‘mandates’ for your own safety. NO LIMITS
