How is that supposed to excuse what he did to those innocent people? He’s fleeing after committing a felony and, instead of putting the horn on and nudging people out of the way he intentionally runs they over. He had already slowed down before he made first contact and had ample time to understand the consequences of what he was doing.

Unless they know otherwise, cops always look for more suspects until they can be sure the threat is contained.
