Ok, I appreciate Andy’s take on this on the other thread. Results at -100°F, even though the metal will never be exposed to that in service, can be used to establish suitably of the metallurgy. This is because engineering allows inference of test results across temperature ranges, and a certain result in the testing environment implies suitability or lack thereof in the operating environment. So the Navy knew what it was doing.
No, the real question is compliance to contractual specifications. If you disagree with the specs you get the contract changed, you don't ignore them and you certainly don't falsify the results.

She may be correct that the inspection standards were stupid. A lot of defense contract specifications have questionable stuff slid into them, usually by the contractor so that they get a competitive advantage in getting that contract awarded and renewed by that one company.. Nobody was putting a gun to her head to do them though, and she had three decades to push up the chain to correct them.
Just think of how many naval officers over those 32 years got away with checking the box and retired to second careers with those naval contractors. Wonder what else they didn't do their due diligence on along the way.
Nothing new. The scumbag from the California Department of Transportation who did the ‘analysis’ for the supporting piles on the multi-billion dollar Bay Bridge also faked the numbers.
A friend of mine who works for that agency says the bridge is almost certainly going to fail in a moderate temblor.
What’s worse is this has been known about since about 2015 and nothing’s been done to deal with the problem.
