UPPER DARBY, Pa. (AP) — A woman was raped by a stranger on a commuter train in suburban Philadelphia in the presence of other riders who a police official said “should have done something.”
Superintendent Timothy Bernhardt of the Upper Darby Police Department said officers were called to the 69th Street terminal around 10 p.m. Wednesday after the assault on the westbound train.
SEPTA police waiting at the next stop found the woman and arrested a man. The woman was taken to a hospital.
The entire episode was captured on surveillance video that showed other people on the train at the time, Bernhardt said.
“There was a lot of people, in my opinion, that should have intervened; somebody should have done something,” Bernhardt said. “It speaks to where we are in society; I mean, who would allow something like that to take place? So it’s troubling.”
Fiston Ngoy, 35, has been charged with rape, aggravated indecent assault and related counts, according to Delaware County court records. Bernhardt said he is known to both SEPTA and Upper Darby police.

Not a commuter train.
It is the philadelphia subway.
If you ride it regularly, you will eventually die a violent death.
Isn’t the U.S. Justice Department even now intimidating and threatening people out of “doing something” about the wickedness rising up in our society?

Kitty Genovese v.2021
Had anyone done anything, criminal democrat taliban cops and DAs would have arrested that person and destroyed that person’s life.
Everyone knows that fact.
“What, and get sued and/or arrested?”
What I was thinking. Of course I would have done it anyway just for fun.
he’s very pleased with himself.
Agreed! And all of those options are supported and enforced by democrat taliban government.
It’s still worth intervening. However...
Don’t use enough force, and the perp breaks free and knifes you.
Use too much force, and you’ve got a cell next to the peep in the county jail.
Good luck picking just the right amount.

***Police kinda have their heads up their rear end. When someone steps forward and citizen-arrests people who are committing crimes, they much more often say “don’t do our jobs, that’s bein’ a vigilante”.
“he may have been homeless” like that excuses his behavior.

I know your comment is sarcasm, but unfortunately there are far too many idiots on the left that believe exactly that. However, homeless and impoverished people should be held accountable for their actions. If they are mentally ill and unable to control themselves or recognize the difference between right and wrong, they need to be institutionalized.
I have a friend that spent 2 years being homeless due to circumstances beyond his control. During that time and despite sleeping on the streets, he was clean, well groomed, well mannered, law abiding and maintained his respect for himself and others. He finally got on his feet due to that mentality.
My favorite quote from him is: “Homelessness is no excuse for anyone to become human-less (less human).”
The boy ain’t homeless no mo.

I can think of a couple of demographics.
This wouldn't have happened on my end of the state.
I stay as far from Filthadelphia as possible.
Other ferals weren’t going to do anything (the victim can be thankful that others didn’t join in), and non-ferals weren’t going to do anything, because they’d probably be charged with a “hate crime” for “oppressing” the feral.
The usual suspect:
Odds are the usual victim was a white woman.
Odds are the bystanders who refused to help her were black.
We live in interesting times.
Good to know.
I was under the impression that Philly was as bad as Chicago for carry.
