Woman raped on train as bystanders did nothing, police say

UPPER DARBY, Pa. (AP) — A woman was raped by a stranger on a commuter train in suburban Philadelphia in the presence of other riders who a police official said “should have done something.”
Superintendent Timothy Bernhardt of the Upper Darby Police Department said officers were called to the 69th Street terminal around 10 p.m. Wednesday after the assault on the westbound train.
SEPTA police waiting at the next stop found the woman and arrested a man. The woman was taken to a hospital.
The entire episode was captured on surveillance video that showed other people on the train at the time, Bernhardt said.
“There was a lot of people, in my opinion, that should have intervened; somebody should have done something,” Bernhardt said. “It speaks to where we are in society; I mean, who would allow something like that to take place? So it’s troubling.”
Fiston Ngoy, 35, has been charged with rape, aggravated indecent assault and related counts, according to Delaware County court records. Bernhardt said he is known to both SEPTA and Upper Darby police.

People not intervening in ongoing crimes well predates our time. Over a half century ago, the nation was shocked at the Kitty Genovese case, when neighbors failed to contact the police when the woman was assaulted and killed in the street. And that was before cell phones and when PC culture was in its infancy.
The example of the passengers in taking on Muslim terrorists on the plane that crashed in Pennsylvania on 9-11 temporarily revived direct action However. that was 20 years ago.

The sad part is that that now is literally the only safe thing for a bystander to do in many US cities and states now, ridicule aside.
If you intervene, one or more things will happen:
1. You get killed by the perp and his friends. Okay, this is always a risk, but the next ones are relatively new.
2. You are arrested and taken to jail on various charges - no credit will be given to you for attempting to stop a crime.
3. You will be sued into poverty by the perps for any injury caused - and sometimes even by the *victim*.
Most likely is a fun combo of 2 and 3.
Facing lengthy jail times (isn’t zero tolerance policy fun?) and bankruptcy, what incentive does anyone have to get involved? Especially when the government constantly tells you to “leave it to the police?”

I consider myself a soft spoken gentleman in public. If not for all the “laws” on the books, and witnessing such an act first hand myself, I would have no problem walking up to said rapist, pulling him off his victim, and blowing his brains out the other side of his head.I watched one of the first Blue Bloods episodes yesterday. A man did exactly that, stopping a rape. They arrested the gunman and he went to prison.
I think I would do the same thing, myself. Is PA a gun-friendly state?

Yep. I’m just an elderly woman but my purse is usually pretty heavy, I would like to think I’d at least hit the guy on the head or something. Then again, people are so violent these days it’s scary to get involved.
