It was implied that th country already had nuke subs and this would help them improve their nuke sub fleet.
There are six countries with nuke subs:
USA
UK
India
Russia
France
PRC
My guess is India. Russia and the PRC would not have contacted the FBI. The UK already has access to the technology.
Unless it is France and the pivot to the US on the Australian deal is part of the smackdown to France for holding the classified USA info until Biden took office.
