Right, kids never have randomly their phones on unless they know bullets are about to be flying.

ISD = Independent School District
As a dad of a 15 year old, you are too cynical. Kids consider their phones an extension of themselves and they have them in their hands at school and everywhere else. This kid appeared to be recording his/her papers or perhaps the teachers lecture when the shots rang out and quickly stopped filming. My instant analysis: There’s nothing sinister there.
Back in the late 80s a few of hunting crowd had rifles and shotguns locked in their trucks in my high school and no one ever dared thought of using them on another person.
All of us had pocket knives and nobody used them on others either.
The CRT taught in schools promotes this kind of violence.
