No, at present Joseph Stolen is a senile “kind of idiot,” which means that he makes the same old mistakes and worse, but now can’t tie his own shoes, doesn’t remember who he is or where he is. See this is one of those areas where pollsters need to get creative about how they frame the question. I would ask... what do you think your neighbor thinks about Joe Biden’s mental acuity? You’re likely to get a much lower percentage of positive answers.
