This isn’t quite right. Although there are no direct Delta variant tests, PCR tests that are positive for SARS-CoV-2 can undergo genetic analysis such as ‘genomic sequencing’ which tells us if it is the Delta (or another) variant. This means it is possible to accurately identify if someone is unwell with the Delta variant of Covid-19.

A specialty facility has to do genetic sequencing to determine the variant. This is more of a scientific procedure than a lab test.

But before Covid were you okay with being in the same type of confined quarters with whatever contagion someone may have had? Never mind that for a large majority, the survival rate for Covid is over 99%.

As always, there is a workaround. The airlines operate under FAA and OSHA oversight. They will be given a mandate to ensure protection against exposure of air and ground crews.
Airlines will be given the choice of requiring vax proof, or testing each and every passenger.
Passengers always have the option of hiring a charter if they want to fly without a vax, which gives a fig leaf that this is not a ban on interstate travel.
If the federal government coerces a private company, entity, or organization to take specific action then they become an agent of the state and our bound by the US Constitution.
The surge is dying out.
They will require both a double vaccination and a negative test for the initial leg of the trip. If the trip is more than 10 days a test for the return trip will be required if domestic. If coming from an international flight or outside CONUS the negative return test will be required regardless of time gone.
