During the pandemic, rental prices were cut in half. Many took advantage of this to move to a cheaper apartment. There really was no excuse for tenants not to be able to pay rent.
One of my acquaintances here has a bizarre issue. The “troublemaker” tenant has really good credit score BUT they did not ask for reference from the previous tenancy. At least in your story, they LEFT instead of living another 2-3 years rent-free.

Absolutely true. That’s exactly what my landlord bud told me. They want to get rid of troublemaker tenant and property manager A calls her, she gives a glowing reference so she can kick them out faster. And vice versa, other landlords do the same to her and it comes down to solid background checks which is not possible.
In Europe , that is the norm .
In fact , they usually want the full year upfront.
Maybe that is the purpose - make it impossible for the small landlords to continue so they have to sell everything to Blackrock. Socialism and corporatism go hand-in-hand.

You can not evict for nonpayment unless they have not made suitable efforts for public funding. I have had the best two years. I am evicting 2 units now. Not because of unpaid rent. Only to regain use of my property. I’ll lose some money, but they will be gone.

Think of the widespread bad character issues of tenants not paying rent and knowing they are protected by federal edicts. Government sanctioned thievery enabling corrupted tenants to legally steal.
This property owner needs to file suit against the government’s eviction moratorium as a violation of the takings clause, and should seek damages accordingly.
Denying someone’s income or relief from a deadbeat tenant is taking their private property!
I wonder how far I would get if I filled up a basket of food and other household goods at Wal-Mart and just wheeled it out the front door while holding a sign claiming that I had no money to pay for the items...it’s the exact same thing as stealing the use of the rental space from a landlord.
You can do that in California, up to $950. Only perps don’t usually do that with food at Walmart, but with electronics and other expensive items from Walgreens.
My in laws just got one of their rentals back. $30,000 to fix it back up and now they are selling it as fast as possible.
