Philadelphia police are now required to politely ask criminals to stop engaging in certain crimes, such as defecating in the street, before officers can actually take action, according to an internal memo from the department obtained by Fox 29 reporter Steve Keeley.
“The City’s statistical expert has reviewed the Department’s stops to identify any racial disparity,” the internal memo reads. “For years, our expert could not conclusively determine that racial disparity existed in our stops.”

Take a drive into North Philly, Kensington etc. and try asking politely. Police simply ignore most crime anywhere unless a LEO is in trouble.

The Bee can hardly keep up with reality.
I’m sure that there are many white people who defecate in the street. I don’t know. I am guessing that there are, say, in San Francisco.
I am sure, however, that most police target people who are committing crimes, whether they be black or white.
So stop whining about a disparity here and a disparity there and clean up your act.
Could disparity in number of crimes committed by the different races have something to do with disparity in number of stops.
How come no one complains of the disparities of Asians when it comes to stops?

This sounds a hell of a lot like the new laws that went into effect in Washington state on July 25th of this year.
In a nutshell, the state legislature tied the hands of every law enforcement department in the state, from the State Patrol all the way down to the smallest local police force. It all started with the foolishness of CHAZ/CHOP back last summer. The fools in the state legislature wanted to suck up to the radicals in order to ‘appease’ them, so they came up with this insanity.
A group of homies can rob you blind, but even if you call the cops while they’re in the act, unless the police physically catch them in the act, there’s not a damned thing they can now do about it. Heck, the homies can drive away at a normal speed and flip the cops off as they get away with your stuff, laughing all the way. The cops are no longer allowed to do high-speed pursuits...or any pursuit. (Except for DUI)
And if the PROPER way (i.e; judicial application of high-speed lead or brass) to deal with such is attempted, YOU will be the one charged...and God have mercy on your soul if the perp is Black. Every SJW in the state will call for everything up to and including the death penalty (which they normally hate but would LOVE to see for any Normals who they view as ‘racist’.)
And it used to be that the police could go into a situation where fire or paramedics were needed for response and make the area safe for them to do their job. Now, the police cannot respond until AFTER the fire/EMTs are attacked, not before. (The sheriff of Spokane County actually wrote a public letter of apology to fire/EMTs in his county, explaining why they’re basically now on their own in bad situations.)
Take it from me (as if you didn’t know already), the State of Washington is now nothing more than a liberal hell hole.

I’m in the ‘burbs of a city run by a “woke” mayor/city council & the governor is “Blackface Baby Killer” Northam.
Police in the city are telling friends (one with a local radio station program so he’s spreading the word), that there is NO active policing going on. The officers are sitting in their vehicles, waiting for 911 calls. Last month, a grand total of 17 traffic tickets were issued - this in a city with a population of 230,000+, with lots of traffic in/out on a daily basis from folks living in surrounding counties (you don’t want your kids in city schools).
The police are saying that those in ‘authority’ do not have their backs plus they are undermanned with officers retiring early, quitting. Other large cities are 100+ officers down & the State Police are 300 officers down in numbers. Crime is going up ... of course.
Gangbanging: “Sir, please stop.”
Murder: “Sir, please stop.”
Arson: “Sir, please stop.”
Looting: “Sir, please stop.”
Disorderly conduct: They will hunt you down across the country, SWAT you, and put you for 2 years in solitary confinement.

Well, problem solved, then. Don’t know why anyone didn’t think of that before. Now if they could just figure out why crime is rising and all those police officers are retiring...
Philly cops sit in their cars at the border with suburban counties to hand out tickets for inspection, registration, insurance, etc. to non philadelphia residents. Most of them are erroneous, but to fight them, you have to go ten miles to the center city court, where there is no parking, and the judges are usually not there. You give them your credit card, and they adjudicate you in your absence and tap your card.
Pure robbery.
One day, they will learn: you F enough people, one of them will have been the wrong guy to F.
