Phase I, Phase II, and Phase III clinical trials were all fully completed and peer reviewed prior to the authorization for use being granted for vaccinations.

There’s a lot of information about the body creating the spike proteins after the shot. What I don’t understand is what turns off that mechanism.
My concern is that spike proteins have been found throughout the bodies of people Who had the shots. I also would like to understand the off switch. A final question is how the shots supposedly limit where those spike proteins are produced(At the side of the injection).
This would be similar to receiving a traditional modified live virus vaccine. The virus used in these vaccines is incapacitated in some way but will seep into the lymphatic system or blood as well as being attacked by the immune system locally. The off switch is the degradation of the mRNA. At body temperature it has a limited half-life. I believe it's 2 days or so. So in about a 10+ days you will stop manufacturing the spike protein (it takes about 5 half-lives). Now cells that are able to "present" the spike protein to the immune system will ultimately be killed off as part of the normal function of the immune system. This would be another mechanism that would "turn off" the process.

The short answer is there is nothing to limit where the spike proteins are made. It's a random process. Probably a majority of particles (particles meaning the phospholipid containing mRNA) will interact with cells locally. Some particles will be randomly taken up into the lymphatic system or blood via regular mechanisms of the body. For the particles that escape the local ejection site it's a random process that puts them into contact with a cell that it can combine with.
If you wanted a break down of just which organs are affected the most you would need to find the studies that autopsied the animals they injected. I believe they provided an explanation of the route of travel of the particles that leave the site of injection.
