While in past Japan has hesitated, it does take a while to assemble nuclear weapons. And now that China has threatened Japan with them, there is no reason for Japan to not secretly make a bunch.

If China does nothing, no problem. If necessary for use, then plausible deniability in their use would be a big bonus.
