Roets' country has been rocked by riots that followed the recent arrest of former South African President Jacob Zuma, according to the BBC.
Amid rampant looting, more than 200 people have been killed in the violent protests.
South African President Cyril Ramaphosa said the violence was part of a plan, and not spontaneous.
"It is quite clear that all these incidents of unrest and looting were instigated -- there were people who planned it and co-ordinated it," he said, calling the rioting an effort to wreck democracy.

When rioting happens that threatens people and property or looting following natural disasters, people pull together to protect their neighborhoods and property with firearms. Whether is is people outside New Orleans sitting in folding chairs with shotguns and signs saying looters will be shot or Korean businessmen during the Watts riots standing guard on the rooftops of their stores, people will step up.
If Democrats continue to reduce police budgets, soon we will see neighborhood vigilance committees being formed. It is just a proud tradition in the Western US going back a long time.

Some folks who grew up with firearms or were in the military or taught by those in the military understand firearm skills and safe firearm handling. If you don't seek training.
However, few outside the law enforcement or legal profession understand the laws that govern the use of firearms and how you can get yourself into serious legal trouble trying to use “common sense” in your defense, when court cases are about legal precedents and legal technicalities.
