Ohio for years had the distinction as the only state that does not license its hospitals, but a provision in the new state budget changes that.
When Gov. Mike DeWine signed the two-year budget June 30, it included a requirement that hospitals get licensed when a new program is in place.
While Ohio hospitals aren’t licensed, they are already regulated for patient safety and quality in other ways. But a licensing program means new ways to hold hospitals accountable and to require data sharing, said Alicia Shoults, spokeswoman for Ohio Department of Health.
“This allows ODH to develop a licensure program that would give the state a unique opportunity to create a regulatory culture of partnership, technical assistance, shared best practices, and proactive cooperation with our hospitals,” Shoults said.
The law goes into effect 90 days from the governor’s signature and from there, ODH has a year to put rules in place, Shoults said. After that, hospitals have three years to be licensed. That will allow a phase-in process, and licenses will be valid for three years...

Probably the big reason
The gist of the law is: “and to require data sharing”.
I agree that if YOU want to get YOUR doctors and hospitals to share YOUR medical data in furtherance of YOUR medical treatments, that is a good thing. But THAT is not the “data sharing” the Ohio legislature has in mind.
Ay, Oh, way to go, Ohio
Maybe it was the Doc in Columbus who was murdering all those patients that tipped the state that it might be a good idea to watch the hospitals.
Data sharing would have helped identify trends and quality issues. Lots of bad things happen in hospitals when people aren’t looking.

Regulatory capture. The FEDS want complete control of the hospital system. “Information sharing” is ALL YOUR INFORMATION R BELONG TO US! Best practices means medicine the way the FEDS want medicine to be conducted or your license is pulled. Complete medical control.

That is fine ONLY when the patients identification is stripped out, which I trust neither the health care industry or the government with doing.
This much needed seeing how everyone who went to a hospital in Ohio died before this.
There are so many federal rules about medical records, any “new” systems would probably be an improvement over what exists now.

A nephew’s wife is a doctor at a major hospital north of New York City.
Though she seldom gets to the hospital before 10am, she seldom leaves before 7pm.
While my nephew gets dinner ready, she works on her laptop on records & documentation for her days work. She most often goes back to that work for some period after dinner and often till late into the night. It is all a result of HIPPA plus additions in the laws coming from demands made in Obamacare.
She is an infectious disease head doctor where she works.
I do far more medical research on Covid-19 than she has time for. But I have found that to be the case with most doctors lately. Medical science is advancing but practicing physicians time to keep up with it has shrunk considerably.
