They have found people alive in collapsed buildings due to earthquakes, days and weeks later. Though those were probably not 12 stories high.

AS MANY AS 99 PEOPLE ARE REPORTED MISSING, MIAMI-DADE POLICE DIRECTOR SAYS
3 p.m.: As many as 99 people are reported missing and 53 people have been accounted for, Miami-Dade Police Director Alfredo “Freddy” Ramirez said. At least one person was confirmed dead earlier in the day.
Ramirez’s top aide, Lt. Carlos Rosario, cautioned that the count may not be accurate and that the numbers are just “the best we have right now.”
Rosario said the 53 who are accounted for are either residents of the building or they were supposed to be there when it collapsed. He wasn’t certain how county officials arrived at the number of missing people, and said it could be a combination of people coming forward saying a friend or relative is missing, property records or a list of names supplied by a property manager.

On news this am said it was probably a sinkhole and engineers were there that day to try and secure it. It hadn’t been certified since the early 90’s and they knew there were issues of the building not being secure. Expect lawsuits will be coming.

The limestone on the Atlantic coastline in Dade, Broward, and Palm Beach County is usually 10-30 feet below the sand and shells.
I have never heard about a coastal salt water sinkhole in those three counties.
At the rate they are “working” there, if anyone did survive in the upper floors, they’ll be dead before their corpses are recovered.
Sad, but something we have to expect in building collapses like this one.
Today’s reports say there are 159 persons missing.
God help their loved ones who are waiting for news of them.
