It is a foolish idea. A Speaker does not need to be a member of the House. Only 14 RAT senators are up for election in 2022. The math does not work.
Who was the senator, or congressman who submitted the bill to have the ineligible Harris removed from the Vice Presidency? There wasn’t one? Oh, I see.

Sentences #2-4 don't have anything to do with sentence #1 (unless the "idea" is something other than Trump serving as Speaker).
What is important is that Trump become active once again in the government if only to grasp a better idea of how D.C. works. He would likely be the first to admit he listened to many of the wrong people that found their way into his administration, or even those he believed he could trust. Doing that few years of additional work will make him even more capable after regaining the WH in 2024.
Steve Bannon has talked about this on occasion during “War Room”, over the past few months. So President Trump very likely has heard of this idea.
True, he does not need to be elected to Congress to be made Speaker, but the only way to fend off RINO opposition is to force all the GOP reps to go on record during their primaries and elections as Trump campaigns for his House seat.
So realistically, he does.
It is not happening for any number of reasons. Not the least is that Biden is in no danger of being impeached and removed from Office. Not to mention, that the Communists in power now will not leave unless they are expelled by force of arms.
I’m also looking forward to Trump, as Speaker, ripping up a Biden speech after his 2023 SOTU.

Congressional leaders have one concern...sustain their positions of power and perks and the ability to find sources of wealth they can accumulate for a lifetime. On occassion they drop people a bone when it’s time for election again.
