Texas Senate approves 'constitutional carry'

AUSTIN, Texas — Texas would allow people to carry a handgun without a license, and the background check and training that go with it, under a measure approved by the state Senate on Wednesday.

Texas already has some of the loosest gun laws in the country and has more than 1.6 million handgun license holders. Lawmakers have reduced classroom and shooting range training requirements over the last decade, but had been reluctant to eliminate the license requirement altogether.

That would be great....for HIGH SCHOOL KIDS. I'm 73 years old and grew up with guns of all sorts in rural south Louisiana. I need more safety training like a boar needs tits. An online course on the intricacies of the law, OTOH would be a very good idea, but not as a "requirement" to carry, but mere good sense to do.

Not in Louisiana, they won't. Any such action has been specifically ruled out by state law (passed as a direct result of such actions taken in the Katrina aftermath).

There simply isn’t enough time to go through the reconciliation process to produce a clean bill that both houses can approve to send to the governor.

They could make time if they wanted. They don't want to. It's amazing they can pass worthless bills in record time but not something that is Constitutional to begin with. Pathetic.

Our local 4H still has shotgun and small bore (up to .22) going. We have wonderful instructors and matches are well managed.

Kids that attend come away a crack shot (if they have it in them) and know how to handle a weapon safely. If they make repeated safety violations, the instructors have to unanimously evict the kid from the club. Rough job but you have to think about the other kids safety

I disagree with that assessment. I do however like having a CHL in that if I am pulled over, the officer runs my plate and knows instantaneously that I am a CHL holder and the assumption then is that I’ve had a background check by DPS and FBI. A little warm fuzzy so the officer has some knowledge of who he is dealing with.

I like the bill will require DPS to setup a training website. Doesn’t sound like the training will be required, but like that it is offered. Some people just need training. Anyone can get a drivers license, doesn’t mean you’re a good driver. Same with handguns.

The final bill needs to eliminate the language that allows officers to stop or detain you simply because you have a firearm.

I would say, why not have an avenue to allow for citizens to do a voluntary background check? Issue a belt or holster tag so an officer can see you’ve taken an extra step to make law enforcement comfortable with your handgun. I dunno, just a suggestion, but I do know, in this politically charged atmosphere, I don’t want a cop getting all sideways because I have a gun on my side.

What’chall think?

If they pass two different versions of the Bill, then it must go to conference to iron out the differences before it can be sent back to both the House and Senate for approval (a single Bill), then, if passed by both chambers, it is send to the Gov for signing.

Receding to the Senate is done, but must pass conference first.

You will see the bill does not necessarily have to go to conference committee, nor does it necessarily have to go back to the Senate.

The House could approve of the Senate version, then off to Governor Abbott.

That is awesome. I really have no idea whether ours does or not. I don’t know anyone here involved in 4H, but I’d recommend it for any school system! The more people who know when and HOW to use a weapon, the safer our state is.

That just thoroughly sucks sewer water! I’m sorry you have to experience that kind of attitude from our LEO. I don’t even know how to compare our situations. :(

We got some funny looks, but we never got stopped. We really did look kind of nerdy when we rode. LOL!

Indeed, there are different situations that need different solutions, but when a person is just getting an interest in owning and shooting a firearm, they DO need a safety first, hands-on place to find out what they are getting into and how to handle it without being unintentionally careless. Not in order to get a license, but to find their comfort zone. And it should be totally voluntary.
