Guidance on what constitutes “stabilizing braces” was published by the ATF on 18 December 2020. The guidance seemed less than objective, with a “we will know it when we see it” quality.
Back on December 23rd, of 2020 in a dramatic reversal, the deputy director of the ATF Marvin RIchardson, signed a withdrawal of the guidance, only five days after the guidance was published. The guidance was withdrawn pending further Department of Justice review. Here is the concluding paragraph from atf.gov’s document:
Upon further consultation with the Department of Justice and the Office of the Deputy Attorney General, ATF is withdrawing, pending further Department of Justice review, the notice and request for comments entitled “Objective Factors for Classifying Weapons with ‘Stabilizing Braces’,” that was published on December 18, 2020. 85 FR 82516. As explained in the notice, the proposed guidance was not a regulation. The notice informed and invited comment from the industry and public on a proposed guidance prior to issuing a final guidance document.The withdrawal of the guidance does not change any law, regulation, or other legally binding requirement.

Most agencies are run by lawyers. I think you can probably say the same for big corporations today as well as hospitals.
This is the beauty of our constitution, written simply and concise, not 2000 pages of legalese. It conveys the intent without getting caught up in the details.
NFA was written before the many advances in firearms design, manufacturing techniques, and 'accessories' that we have today were developed. In fairness to ATF (not excusing them however), one has to apply an antiquated set of laws to a contemporary situation.
NFA should be set aside at this point. The idea that you can have an SBR or a full automatic weapon or a silencer (all are legal) if you pay a tax, but that otherwise you are not allowed to have them, is govt interference with an individual right. Just as relevant is that innovations such as pistols braces, bump stocks, and even clever use of rubber bands, makes the NFA laws impossible to objectively enforce.
But NFA wont be set aside anytime soon due to politics and power mad politicians.

Regulate tobacco and alcohol? Who cares? Carrie Nation is long gone. The Democrats think Heroin chippers like Jack Dorsey are solid citizens. Who would worry about whisky and cigarettes?
So it would be a trade: Rats won’t mind getting rid of the A and T part, Stupid party hacks feel the same way about the F part.

In fact, a large number of Republicans in DC were members of the Progressive ruling class, doing everything they could to stop President Trump from enacting his policies.

I don't blame Trump for one bit of anything. No President has ever been besieged like he was. Even Nixon didn't get mau-mau’d until the second term. With Trump, they started before the election and they haven't quit yet. Total annhiliation of the opposition is their plan.
If I were to suggest the guilty parties, that would be Turtle and Eddy Munster. Those two are so pathetic, it's breathtaking. McCain we all knew was crazy. But the two "leaders" drove the agenda. They could have done something about perennial American concerns like ATF.
But...they didn't. And now we have an outright Communist Junta government, fresh off their coup. They won't make the same mistake.

I’ve shot and seen lots of others shoot AR pistols. I’ve never seen anyone who used this hand brace in any other way than as a shoulder stock.
Mostly agree, but there were pistol braces or stocks in WWII and earlier.
If the ATF doesn’t have people to kill and innocents to frame they ain’t happy. Can anyone point to a single crime involving “stabilizing braces?”
But, he could of obtained a rifle more easily. He had to wait until he was 21 to purchase a pistol with a stabilizing brace.

But they did do something! They allowed the ATF to make bump stocks illegal, after the ATF made a specific ruling that they were legal, without Congress changing any laws! That’s quite an accomplishment.
Yeah. Lotta people remember that...think Trump thought he had to go along with that for political reasons after Las Vegas, but he shouldn’t have.
