First off 60% of Texas heating is electric resistance a very small percentage of heat pumps. Only 40% is gas or oil heated. This is down to code. Apartments and most multi family dwellings by code are electric only gas is considered a fire hazard and the cheapest to install which nearly every landlord does is resistance they have no incentive to put in more expensive heat pumps to save tenets energy costs. I have two rent homes both are all electric and both are resistance heat for both water and stoves too.
Second not all heat pumps have resistance back ups. I have a dual zone heat pump that’s ground sourced with a COP of 6 that’s 100% solar powered even in winter I could be totally off grid my panels are a 15kw system but I sell power to the grid all.day nearly every day even in January the panels make more per day in the sun than I can use. Ground source heat pumps have no need for back up the ground is never colder than 55 degrees this far south. Modern CO2 cycle heat pumps by Mitsubishi just to name one can be air sourced down to minus 20F with a COP still above 2 at that temp. R600a heat pumps work down to 0F and are cheaper than CO2 air sourced.
