After expressing her excitement to sign a bill banning biological males from women’s sports, Republican South Dakota Gov. Kristi Noem is wavering in her support for the legislation due to pressure from groups in South Dakota, the Daily Caller News Foundation has learned.

I want to give her the benefit of the doubt when her spokesman attempts to explain the delay bey saying it's a complicated bill and parts aren't well written. But, we've seen this movie too many times before; Republican politicians talk a great game, but when the rubber meets the road, they fold like a cheap suit (to mix some metaphors).
This shouldn't be a tough decision for a real conservative, IMHO.

So far I like her track record. Some bills are so poorly written as to be worse than doing nothing at all. I would like to know what her concerns are before I pass judgement.

It could be that she wants the bill to be strong enough that it will resist any court decisions.
If the bill is passed and then appealed and fails, then it will be difficult later to bring forth another similar but better written one.

That would be too easy and too fair. All of these nuts calling for being “equal” don’t want to be equal. They demand to be better than. To them, being equal means having an unfair advantage.

It's possible. But, as you read the rest of the story, that's certainly not the implication. I think this paragraph likely captures what the central problem is...
"The governor faces pressure from the NCAA, the South Dakota Chamber of Commerce, and an Amazon plant in Sioux Falls, which is “quietly threatening” to leave over the bill, the APP leader told the DCNF.
Once again, Big Corporate and the other usual suspects are flexing their muscle.

Noem has a lot of good will in my book for her unwavering support of President Trump and her handling of COVID. I'm willing to give her the benefit of the doubt on this one.
It could be as you suggest, to "court proof," the bill as best as possible. I could also imagine the verification of a student athlete's gender could stray into some medical privacy issues. I certainly wouldn't want a referee on the playing field making the determination.
For now, I'll operate under the assumption that Gov. Noem has valid reasons for taking a closer look at this before signing.
