Report: Spending Bill Stuffed with ‘Game-Changer’ Climate Change Provisions, Funding

While the sweeping bill has grabbed headlines for the billions it provides in direct payments to millions of Americans and its extension of a forgivable loan program for small businesses crippled by the pandemic, policy provisions that attempt to halt carbon emissions that contribute to climate change could prove far more lasting.

Among the most heralded is a bipartisan move to significantly curb the use of HFCs found in refrigeration, air conditioning, building insulation and fire extinguishing systems. The provision requires the Environmental Protection Agency to implement an 85 percent phasedown of the production and consumption so they reach about 15 percent of their 2011-2013 average annual levels by 2036.

The provisions in the bill also include:

Expansion of carbon capture technology and deployment, which will affect power plants and other energy industries. Financial incentives to replace diesel engines with alternatively powered engines, including electric vehicles. Tax credits for “clean energy,” including wind. Regulation of natural gas facilities by requiring technology to prevent and detect methane leaks.

“Supporters of the legislation say the steps will not only help the planet but also expand a clean energy economy that hasn’t always gotten as much support from Washington as they would like,” USA Today reported.

Sen. Tom Carper (D-DE) wrote some of the provisions included in the bill.

Well if I saw a couple billion headed to me at my address to study the solar effect on stamped concrete, it’d sure change my game. That so many folks aren’t bothered in the least by some of what’s in this POS bill is troubling. A LOT! Sort of a slap in the face and “WTF is wrong with you?” sort of moment.

All of the window dressing means scarcity in the near future. Look to California for a dress rehearsal.

Venezuela was a laboratory to see how far down the rabbit hole the government could take a citizenry and make it into a servile bunch of starving ciphers. Sadly, there will be nowhere to run from what is coming if Trump doesn't win.

DC out of control. They surely don’t care about the environment, follow the money! How horrific our gov’t has become, raise the power bills for everyone while they get their money from the makers of a gizmo that detects CO. Over and over and over again. And I’m so glad the senior Texas senator put some money in for Broadway.

I think that there are 535 people in this country who don’t realize how close they are to being hanged!

Basic problems with this bill- 1) Timing. No massive funding bill should come to the floor for a vote anywhere near a major holiday or the end of the year. 2) General funding and relief funding should never be included in the same bill. 3) Funding for philanthropic purposes should never be included in a general funding bill. 4) Every bill should be read in its entirety before a single vote is cast for it. 5) Bills that increase the pay of those passing the bill should be included as a levy item to be voted on in the general election by all voters.

These 535 people, as obviously being guided by socialists, are playing a very serious game.

A whole lot of well known big companies have already started to go back to Propane as a Refrigerant. Shouldn’t be much more than a few more years until people start blowing themselves up working on them.

Humans produce a trace amount of a trace gas found in our atmosphere and we are going to spend trillions trying to reduce our trace emission by a trace amount?????

And the climate provisions quietly implement climate justice, which is all over the 110 page Biden/Sanders Manifesto.

Dictators legally assume office. This Climate Act is the democrats' enabling law to sell out and impoverish America while it silences their enemies.
