A law passed by one Congress and signed by the President is THE LAW, it needs nothing from any other Congress.

Why would they cave? They got what they wanted.
“the Impoundment Control Act of 1974.” only allows to delay expenditures for 45 days. Then they MUST be spent as the Congress directed, unless both Houses of Congress agree otherwise.
In other words the “Impoundment Control Act of 1974.” means nothing.

Senate and Congress had to pass a Bill to fund the Government.
Government is not funded for 45 days.
It’s a 5,000 page porkulus bill. There are more than 1001 ways to tie up the funds for rolling 45 day periods.
Of course, the funds have to be spent before the end of the fiscal year (September ??)
And, there is a new Congress early January.
