Who decides what “Officially” means?
RCP is the worst of indicators where polling is concerned.
It averages CRAP and comes to an average CRAP value.
Trump has probably been ahead the whole time and his margin right now is much more than whatever the CRAP average that RCP presents.
I just went to the pharmacy here on Staten island. And Trump signs and American flags everywhere. I should do an experiment and put a Biden sign outside of my home and see how long it takes for 50 fellow Italians to beat me up :-)

WI is not a problem - going back to 1944, WI and Iowa always vote alike. Trump up 7+ in Iowa; and the rest of the Midwest will follow.
I saw a crumpled up Biden sign in the ditch next to a empty 16 oz can of Old Milwaukees Best.

Yes, RCP is crap. They produce bad polls early to depress Republican turnout, but at the end, they want to become right. So now maybe they are close to the right?!
BTW, most AZ have already voted. Mail in ballots went out Oct 7, that is the main election date in AZ. Nov 3 only dedicated (Rep) voters vote in AZ! So according to this crap Trump would loose big, no matter of what, since what would really matter were the polls around Oct 10.
But then they would not need to correct themselves now too much!
If you subscribe to the theory above, Trump is going to win Big. Oct 10 - depress the vote, Nov 1 - try to get the election results right. I am sure they knew on Oct 10.

Republican Nicole Malliotakis is primed to defeat incumbent Dem Max Rose in a district Trump won by nearly 10 points in 2016.
NC is going to be an easy Trump victory.
