"'Stunning’ Executive Order Would Politicize Civil Service" - Define Stunning
Government Executive Magazine ^ | 10-22-2020 | Erich Wagner

President Trump on Wednesday signed an executive order creating a new classification of “policy-making” federal employees that could strip swaths of the federal workforce of civil service protections just before the next president is sworn into office.

The order would create a new Schedule F within the excepted service of the federal government, to be composed of “employees in confidential, policy-determining, policy-making, or policy-advocating positions,” and instructs agency heads to determine which current employees fit this definition and move them—whether they are members of the competitive service or other schedules within the excepted service—into this new classification.

If the protections can be stripped by executive order then can't they be put back the same way?

It won’t happen by executive order but it’s clear that the civil service law needs reform. Govt employees should be subject to termination particularly if they engage in politically biased activities.

If they “make policy” They Should be held Accountable for the Decisions.

What is wrong with that?

Yes. Also, the number of “policy making” federal employees is small, but they do great damage. This is a good step, but I’d like to see ALL federal employees subject to firing for poor performance, as long as that performance is defined, empirical and measurable.

Holding Democrats responsible for their actions is a form of politicization.

He’s out politicking, yet still working to drain the swamp.

Such positions are considered constituionally exempt from civil service protections. Unfortunately, for decades, Democratic administrations adopted orders and rules that protected those positions and installed their political loyalists in essential roles in the bureaucracy. The result was that many Republicans were blocked from carrying out their promises and their Administration's political program.

Why not just abolish such jobs? They are needed to formulate and carry out policy implementation and make the bureaucracy work. Otherwise, the job of Cabinet secretary becomes that of a time server who delivers speeches but wonders what is going on in his agency and what is in all those papers he has to sign every day.

Government employees at all levels are the MOST protected employees that exist in America

They work less, get paid more, have iron-clad benefits, rarely get fired, and never get laid-off.
..........................................
As a retiree with over 30 years of employment in the federal government I can confirm your every word. And I would add that at least a third of them could be laid off tomorrow, government agencies at every level would continue to operate, and most would do so more efficiently than they do now.

instructs agency heads to determine which current employees fit this definition and move them

What if the agency heads dig in their heels and refuse?

AFAIK, it was already quite politicized by previous democrat regimes. The gubmint employees are apparently 90%+ democrats already.

I guess there is no downside for conservatives because the federal service is 90 percent liberal anyway so even if Biden is elected the status quo remains.

Please, I still hold, with weakening fingernails, to the classic definition of 'liberal' that the LEFT has stolen from us, that of meaning "open minded and accepting of other viewpoints!" What you are describing are 'STATISTS' and LEFTists, professional bureaucrats in lifetime positions who see government as the tool to create their utopias, and these are the good ones!

President Trump is striking a true blow at these STATISTS, they cannot usurp the law-making powers supposedly reserved to the legislature without being endangered with dismissal because their 'civil service' protections will be reduced/eliminated! Hmmm, what would this have done to a Lois Learner under a Trump Administration?

Yes, but maybe the day after the Nov election, activist liberal workers will see the writing on the wall and be incentivized to consider outside employment...

This reminds me of a recent discussion on this site. Still more evidence that President Trump operates on the same wavelength.

Recall Hitlery Rotten Clinton’s command to these hangovers.

“RESIST!”

They are the Leftists who’ve tried to monkeywrench the Trump administration at every turn.

“verbI NFORMAL
sabotage (something), especially as a form of protest.”

And they claim Trump is politicizing this.

“employees in confidential, policy-determining, policy-making, or policy-advocating positions,”

People in these positions have enormous power, and if you marry that power with the protections of the civil service, you have a class of people with great power and, essentially, no consequences for abusing that power. That kind of marriage is EXACTLY enables the Deep State and, just so that no one forgets, THIS IS WHAT OBAMA HELPED TO CREATE. Trump’s action is intended to undo what Obama did in this regard (as so many of his actions and policies have done - and that is EXACTLY what those who voted for him wanted). Here’s an article describing the “burrowing” of political appointees under Obama into the federal Civil Service:

Fantastic. I suspect though, the President looks at this as being a year or two behind schedule due to that idiot Jeff Sessions.

Does President Trump sleep? I get tired just reading what he accomplishes :)

Partner, we just get tired of seeing President Trump going to a political rally and he works as if he was a workhorse.

He says that he gets plenty of sleep at 4 to 5 hrs.

It sounds crazy but I have heard people whose metabolism is so great that they only need 4 to 5 hours of sleep. President Trump is one of those.

Personally, I need at least 8 hours of sleep.

Civil Service should be totally repealed. the old spoils system was not good but CS is much worse because while there was tremendous turnover every four to eight years under the spoils system, cementing of government employees into their jobs by Civil Service created a monster of control that cannot be eradicated. It gives time for the corruption that is endemic to government employment the ability to grow and become more onerous with the long and longer experience of permanent government employees.

I know a few surgeons who only get that much sleep.

That’s comforting!! :)

But Trump is always sharp as heck so it must be possible to be sharp with such little sleep.

But Trump isn’t cutting into me!!

Hope you are well man :)
