Actually, no. They were able to get a few people out off the roof of the South Tower.
The Port Authority’s plan for anyone trapped above a fire in the towers was “hope they die fast.”

It kind of reminds me of Rule Ten of Dating a Drill Instructor’s Daughter:

Not so
according to this article. In fact, "Though some people were rescued from the World Trade Center's roof after the 1993 basement garage bombing, fire evacuation plans for the buildings never included a rooftop escape. There was only one exit to the roof, and the usual procedure to discourage jumpers and to protect vital communications equipment was to keep it locked."
