Minneapolis Leaders Looking for a More Humanized Way to Control Crime

The city of Minneapolis has a violence problem, and its leaders are looking for a way to control crime in the most humanized way possible.

The latest incident took place Friday night into Saturday morning, when three people were shot downtown, KARE reported.

“It hurts. I wish that I could find ways to help everybody feel more comfortable and more safe,” Councilman Steve Fletcher said.

Fletcher’s district, Downtown West, is the part of the city where the shooting happened.

Statistics from the Minneapolis Police Department show that in the past year alone, violent crimes rose by 20 percent, leaving many residents wondering how the city can put an end to these acts of violence.

The violence also comes with calls to defund or abolish the city’s police department.

“We have to be getting at the causes of crime. We have to be investing in people’s well-being and things that create conditions where people are drawn to committing crimes in the first place,” said Fletcher.

Fletcher says armed officers are necessary to address violent crime, but if the city is serious about reducing crime they need to take a more humanized approach.

“That means we have to address poverty, it means we have to address some of the relationships between people that are broken, and we’re putting resources out that are specialized in doing that,” said Fletcher.

City leaders said that they want to reach out to community members over the course of the next year to develop a “best practices” approach to prevent crimes.

There was a drawing released of the Killer after the first three victims were killed. It was a teenaged guy with red hair and glasses and acne.

Wayne was a teenager with red hair and glasses and acne.

My girlfriend rode the bus to school. Wayne rode the bus to school. He told my girlfriend that he had killed those first three people. She told me. That’s when I stopped him in the hall.

Afterwards, I started thinking that Wayne looked like the guy in the drawing.

I told my girlfriend to talk to the Vice Principal about what Wayne had said.

They called him in and the police came and hauled him away.

He was released that day and was back at school the next day. That’s when the toady told me that Wayne was mad at me.

The police had him and let him go.

He never talked to me or my girlfriend again.

He was a year ahead of me and graduated and joined the Navy and left Missoula. He returned after he got out and killed some more people.

My girlfriend was very pretty and was ready to get married and another guy took her while I was in college trying to find a career.

I was in the Army when my parents told me that the serial killed had been killed. They told me it was Wayne Nance and a chill ran up my spine.

I came back to Missoula several years later and went to the mall. There was a stack of books at the front of the store. The book was To Kill And Kill Again. It was about Wayne. I bought a copy.

The last chapter of the paperback edition is about a conversation the author had with a psychiatrist about Wayne. The psychiatrist said that Wayne’s intended victims were the boyfriends of a group of high school girls.

Yep.

Old Wayne wanted to kill me.

I am haunted by Wayne.

I was into Martial Arts at that time and I wish that I had goaded him into a fight.

Maybe those later victims would still be alive if we had tangled in that hallway.

I wish I had killed him then.

He was a satanist and that’s why I really hate them. He liked killing and thought he was helping Satan.

He was.
