Mainly this is because SNAP benefits can’t be used for legal dope.

legalization would undercut a lot of Democratic votes. If the Democrats were smart, they’d support full RKBA implementation, constitutional, carry, etc. Take those issues off the table and a whole bunch of Republican voters wouldn’t go to the polls.
And most importantly, stay true to our concept of ‘State’s Rights’. If there is *ANY*_ issue that should be decided by the states, this is it.
Much of the dope illegally grown in legalizing states is for out of state sale and has probably simply replaced rather than added to previous sources.
And some legalizing states have overtaxed legal dope, giving a large price advantage to illegal (hello, CA!).
