Jerry can afford to keep a house there. He’s past the wealth barrier. He also structures his money to avoid paying most of their taxes, most likely.
It is an important port city, so it isn’t going to die in an absolute fashion. However, I think it will have a more sedate future

What I think the reaction to the Kung Flu is doing is spiking the ball after slowly moving inch by inch away from the cities. Kind of like the Cleveland Browns offense. It's taken 100 years of slow progress but the new establishment has been repelled by the wannabe commies!
