Fails to support the boss and then cries about it. Of course he is not going to get promoted after that. Nothing guarantees promotion to the next higher grade in the military. I knew a 2LT that did not make 1LT which is considered an automatic promotion.
He is lucky he was allowed to retire and not court-martialed. I hope they investigate him to find out if he provided classified information to the so called whistle blower as that was illegal.
