He was selected for Senior Service College before he testified before Congress. His selection for Colonel occured afterwards. I wonder about the promotion board, but I don’t know what records were seen by the board. His civilian boss said that he gave him a bad OER. Maybe he didn’t, or maybe it didn’t make it to the board. They can’t consider You Tube videos or news accounts.
I understand his retirement decision. His market value in the hard left think tanks in DC will never be higher than right now. He is going where the money is.
