Redistricting occurs at both the state level for state legislature seats and the federal level for U.S. House districts, known as congressional apportionment. The order would affect the latter.

Trump's memorandum, sent out by the White House Press Office on Tuesday, reads, "I have accordingly determined that respect for the law and protection of the integrity of the democratic process warrant the exclusion of illegal aliens from the apportionment base, to the extent feasible and to the maximum extent of the President's discretion under the law."...... The president signed the order on Tuesday at 1:10 p.m. ET in the Oval Office.

How many people were living or staying in this house, apartment, or mobile home on April 1, 2020?
Here, you’ll count everyone living and sleeping in your home most of the time, including young children, roommates, and friends and family members who are living with you, even temporarily.

Why we ask this question: This helps us count the entire U.S. population and ensures that we count people where they live most of the time as of Census Day (April 1, 2020).

Mark all that apply: Children, related or unrelated, such as newborn babies, grandchildren, or foster children; relatives, such as adult children, cousins, or in-laws; nonrelatives, such as roommates or live-in babysitters, and people staying here temporarily.

Why we ask this question: The goal of the 2020 Census is to count everyone just once and in the right place. We want to ensure that everyone in your home who should be counted is counted—including newborns, roommates, and those who may be staying with you temporarily.

Mark all that apply: no; yes, for college; yes, for a military assignment; yes, for a job or business; yes, in a nursing home; yes, with a parent or other relative; yes, at a seasonal or second residence; yes, in a jail or prison; yes, for another reason.

I predict this will go down in flames fast. The constitution has never been amended from counting “persons” to counting citizens. The constitution is clear that these are not the same.

I’ll leave it to those who understand constitutional law regarding Trumps Ex. Order......while also understanding the Supremes decision on Daca appears to open broader authority for the President to take action.

The apportionment is based on the census and the census did not have a question on immigration status. So how are they going to exclude them?

Very easy way to estimate it. Just verify the number of illegals in institutions and collecting food stamps and project it into the general population of the district.

"Unfair!", the jackass party will snort! But totally fair since they refuse to count them any other way. I'd like to see California lose about 10 seats in congress because of this E.O. The Rust Belt will probably pick up most of them.
