If you are going to give that order, just ban choke holds. Tell cops to skip that step and go to the next level of force.

I’m not sure this EO will go anywhere or do anything. However I’m fine with it.
Trump is doing this ...
1. ... to go before the cameras and make it appear he is doing something in response to the George Floyd incident. Clinton used to do this all the time. Making it look like you are doing something. It’s an election year.
2. ... to get out in front and ahead of Congress with his ideas so he is on record outlining reasonable steps that should be taken.
There he goes again, appeasing the liberal base instead of defending working class

If Obama had urged blacks to believe in the justice system and comply with the police would we be confronting his use of creating racial division now ?
The results of politically induced miss reporting incidents where blacks have resisted legitimate arrest and fought with police began to be used earlier during and after the post Zimmmerman trial, then on to the Ferguson episode.
Obama’s abuse of the “Bully Pulpit” which seemed to promote resistance to legitimate arrest led to black gangs attacking non blacks found innocently traversing black neighborhoods and to a score of murders or life changing injuries and later attacks of theft and vandalism on local businesses as well as attacks and murders of police officers during that period
EO’s only apply to the Federal Government.
And yet the governor who took them the farthest, Gretchen Whitmer was upheld by the Michigan courts.

There are a lot of bad judges in this country.
No one is going to disagree with that statement.
It's not and not only that “unless life is endangered” is still UP TO THE COP to decide.
This was DUMB.
There are more cops murdered every year than suspects shot and killed by police.
There is not a national crisis on police killing people. This is Absurd to get involved on this issue, and then to come down on the wrong side?

Well, if an officer’s life is in danger (or civilian bystanders’) then a choke hold shouldn’t be used - lethal force should be immediately employed to end the threat.
This is one of the few times I disagree with our (current) President. A choke hold is a valid non-lethal option. Yes, it is not without risks if applied “over zealously” - heck even under nominal circumstances & use there’s always a chance other conditions may combine/impact the result ah “unfavorably.”
Banning these and other techniques just means confrontations are going to drag out longer. It will embolden suspects/criminals to resist more and longer. If a LEO is putting a suspect into a choke hold they are obviously well past the point of discussing the suspect’s behavior over tea.

Regulating local police - not a constitutionally delegated power to the feds.
They’re not regulating local police.
Banning chokeholds is regulating the police.
